new server initially w/o current expansions

I wasn't sure if those two would be popular or the multiple killings, but was an idea. Figured since this is a specialty server, it should have a few things tweaked other than just unlocking the next expansion.

I was thinking about reasons to slow down the power-gamers. For example lets start with OS, once it is open, the contested spawns (if there is any at the time) for the key will be gone, and everyone will be able to xp in OS now, giving the non-hardcore a chance to keep up the pace with the server with having access to better weapons, armor, and exp.

I'll admit it wasn't a truly thought out plan, but just some ideas I thought could be tweaked or something.

all that does is move the contested spawns from the key camp, to the actual lewt camps inside OS

if they put CT back to normal. I think that would be worth switching servers for.
