some unexplained choppiness

so every now and then my computer will start skipping a frame once every 3 seconds or so.... it does this repeatedly in those 3 second intervals for a minute or two and stops for a while. it seems to happen mostly when i load a new program and then it goes away. sometimes it starts doing it again randomly in the middle of a game.

is it my ram, HD, processor? i just got a new video card and it doesn't seem to be the cause of the problem.

You run diagnostics on them? If not, I would suggest running diagnostics on all if them if you think its a hardware issue. You also may want ot check whats running in the background, it could just be load on the box.
