How do you make PDF's editable for the user?

Like you make a PDF with a bunch of fields (i.e. name, address, city, state) and they can fill in the fields themselves.

pdf converter by nuance... alot cheaper than adobe proffesional and alot more user friendly

usually about 50 bucks
