Reuters news operations are based on the company's Trust Principles which stipulate that the integrity, independence and freedom from bias of Reuters must be upheld at all times.

Reuters has strict policies in place to ensure adherence to these principles. We are committed to accurate and balanced reporting...

...We do not take sides and attempt to reflect in our stories, pictures and video the views of all sides. We are not in the business of glorifying one side or another or of disseminating propaganda. Reuters journalists do not offer their own opinions or views.

Nice, unbiased cropping here from them, heh.

I want to know how in the world somone took that picture without getting a great shot up his nose. Notice how far above his head the word Retirment is. Looks like it may just be a quick photoshop job.

This was the U.S. Labor Department's 2006 National Summit on Retirement Savings. Its stands to reason that the backdrop would be setup in a way for people to see it behind him with the title above his head. You can see from the second picture that the word Retirment is well above his head as one would expect, yet the 2nd picture has it directly behind his head. Inorder for it to get the work just above his head and not a significant distance above his head, you would need to be lower then him to the point where his head was in a direct line between your camera and the word retirment. In doing so however, you would be photographing him from well below him.

Does the first shot of him look like a picture taken from well below him, or a picture taken almost straight on. It if was taken almost straight on, he would have to have been standing on a chair to get his head so high.

I am not saying that it cant be true, however it is possible that it was also a photoshop job.

Did the background change during/before/after the speech?
