It works differently in different states. Unless I am mistaken, in Texas the insurance covers the owner of the vehicle and anyone else listed as a driver of that vehicle, and no one else. I recall very specifically that I was not allowed to drive my ex home in his vehicle because I was not listed on his insurance as a driver of his vehicle, and therefore, should I have gotten into an accident, there would be no insurance coverage for the accident, even if I had my own insurance for another vehicle as it did not cover me in someone else's vehicle.
Completely different than here in Nevada or in Minnesota where the insurance covers the vehicle regardless of who is driving it, much as you described like in Florida.
Insurance regulations are very specific in Texas.
