Symbolic perhaps? Bombing US's strongest ally's consolate in the same city as the most notably recent terrorist attack to show that we are as "vunerable" as we were pre 9/11 dispite the rash of laws to protect us?

If you're a terrorist, and plan on bombing something, i do not think you would use such an ineffective weapon. Not just that, but you would time it no doubt if you were actually trying to injure / kill someone / instill terror.

I hate that teenagers are blamed for a lot of crap, but its true. Some of us do so many stupid things that the rest of us get blamed for all that crap.
