...that i can use to ether brouse resume's of people looking for work or post add to hire people. I know Monster but they want ton of money just to look at resume's

Use the power of google,

In the searchbox on http://www.google.com put the following:

intitle:resume filetype:doc intext:IT

you can replace IT at the intext: section with whatever key word you require to be in the document text, like Accounting or whatever - then you can also add other general word searches after that

intitle:resume filetype:doc intext:IT IIS "SQL Server"
