Unfortunately, this happens all over the Muslim World, even though in some places it is illegal. It is also considered part of Sharia Law, in several countries.
The only solution is similar to what the British implemented to stop the practice of forced Sati in India, where a widow was burned to death on her husbands funeral pyre.
The Indians were outraged when the English forbade them from doing this, saying it was part of their culture. The English responded by saying it was their culture to hang anyone from the neck until dead who killed a helpless woman. The Indians were free to continue their practice, and the English would follow theirs.
