They are more efficient for the simple reason there are less of their hands the money goes thru before it reaches people. There are less people on the payroll, less red tape set in place by people who are unfamiliar with what each individual area needs, and a lot less hassle.

I don't know if what you've said is true or not, but less hands also makes it easier to skim, as I'm sure you know, the less folks involved with corruption the easier it is to hide, and harder it is to find. I see your point though, involving the feds is also working at a slower than snail pace.

When you add more variables it becomes more difficult to pinpoint. There is no disputing this because it's simple logic.

Really, if you are going to insult someone, at least learn Econ 101. If money has to funnel through 10 hands, it's much more likely to get nicked then if it goes through 1 or 2. The same issues are there, the same accountability is there, there is just a longer pipeline.

That same local guy who might be skimming doing the care work STILL gets the cash, because DC just doles out dollars. However, that money has to go through the guy above him, and the guy above him all the way to the top of the Fed food chain.

It's the lack of consistent power. Although the ones in our old area found ways of getting around that restriction. Generators (as long as they weren't in the barn) were ok. So a lot of them made rooms in their barns. Wind power, solar powered cell phones, etc were ok as well.

Power was ok at places of business, too. There were several Amish that returned business computers to Kahar's work when their Bishops caught them playing games on them.
