The forsaken are not so much evil, as they are machevellian (sp) in their outlook on things. They have been in slavery for so long that they want to ensure a place in the world for themselves by any possible means. The plague they are trying to develope is part of their "the ends justify the means" outlook on things. They want to erradicate those who enslaved and persecuted them, that being scourge and humans. However, they can only accomplish such a goal in an underhanded way, as the horde would not accept them if they said "well we are sore from being in slavery and want to make sure it never happens again....so we are going to kill everyone involved", so they feign redemption. This plan over all is rather evil, but according to lore it is the only way they feel they will have a place in the world that is not a life of slavery.
