mark i was soo close to laugh at u.. little brother.. u damn lucky u replied fast enough...
anyways there are many ppl around malaysia than is born like that. Some cut it off at birth there are some that family can't afford the operation keeps it. I've seen a 20+ year old man that has 3 arms.. but his 3rd arm doesnt grow.. it stays the same size and sorry to tell u this jay it is just an extension that you can move it around to wank 24/7...

This happens a lot all around the world. The difference in this case is that they it isn't clear which arm should be taken off. In previous known cases it has been rather clear as to which limb is stronger.

Well in this case, as neither are useful, take the bottom one off and keep the natural symatry of having an arm at the shoulder.
