The same analogy can be made re: drug users, abusers, and dealers. Who do you arrest to stop "that" problem.

The creation/tors of child porn should be shot, there is no doubt, however this is one of those things that will NEVER go away. There are just too many sicko's in the world and too many folks willing to profit off the poor and/or helpless children.

Frankly things like this are exactly what cause us to lose rights. No I don't want to change / hijack the thread but you all need to know the intarweb, you, me, all that you know, will NEVER be free of child porn.

One thing I could say to help fix / decrease the problem is to use the same propaganda tactics used against smokers and such. It will take decades to get folks minds out of the gutter.
