How would the time of day affect my ping to American servers only and not European?

Because when it's daytime here, it's nighttime there?

Try using: 65.24.7.3 and 65.24.7.6 as your DNS servers and see if that changes the # of hops on the tracert?

My halfassed thought was that his DNS servers were late with propogation & consequently he couldn't resolve the most direct route to the server he wanted to hit.

Time of day can have a large impact on connection speed. This is largely due to volume of traffic at certain hours. Can you provide a trace route to a couple of the servers in the US that are having problems. Trace route results are not very reliable, but can give you a general idea of where a problem might be.
