I've never been in a relationship over the valentine holiday... but.... I'll give some ideas as to what to get.
Most guys love cars - if he has a car you could get him something for his car. A new sound system for it, new rims, etc... I know I'd love it!
Most guys love electronics - A new TV, home theatre system, PDA, cell phone, etc...
Plane tickets to a hot vacation spot... Altho this can be very expensive....
If you're really hard pressed for a present.... Haha.. get him strippers!

#1 while i don't want to be harsh... this IS kind of silly, considering i'm a 22-year-old grocery store-employed college student... who can barely afford to think about steak....

First off Gaazy is right..Valetines and Christmas were invented by bank managers to make us overdrawn.
Second.. The best thing you could not get him is a STD.
A movie works. I prefer old movies when films had meaning such as Casablanca, but thats just me.
As for me, a night of gaming goodness works for me but it might not be his thang.
Dinner works. Let me know what food he likes Leah. Ill dig up a few awesome but cheap recipes for you. For dinner plans, if planned right this will run you less than 30 for the two of you, alot less depending on his taste. This includes the wine.
Here is what I suggest for food. there are two cheap but very good meals that work great. You can ask Martrae or hell even Kizzy about my cooking abilities. If he likes pasta I would go with a Alfredo Portabella over chicken and linguine. (sounds expensive but actually it isnt)
If pasta aint his thing I would make Grecian Chicken. Both can be made for under 30. And the meals mean alot if you make them by hand.
I would suggest a bottle of wine, remember a good bottle of wine does not always have to be expensive it is what the person enjoys, if a 10.00 bottle of wine tastes good, go for it. Hell my wine of choice is a local winery called Brittenbach the stuff runs about 8 to 10 a bottle but has a awesome flavor for about any occasion. Make sure the bottle you choose will accent the meal (i.e. red for beef white for chicken or blush).

thanks for the suggestions kahar... he'll eat just about anything, so long as it isn't in a restaurant (he's not a big fan of sit-down restaurants for some reason). i'd loves all the recipe suggestions you've got. can't go wrong with pasta.
