Uh, just a point of clarification here, Darcler: If the US were to annex Mexico, that would mean Mexico was now part of the United States. As a result, you would absolutely not need a passport to go there, period.

Since Mexico is currently having problem with south and central American illigals, the US would inherit these problems. So you would just trading one problem for another. The US should do what Vincenti Fox is doing with his illegal problem. Send in the national police to bash their head in and then send them back to their own countries.

Btw, drugs are legal in Mexico now. All but Methamphetamines are legal in "personal use" amounts. This includes Cocaine (not crack) and Heroine.
