The statement that all places with mostly black populations are ghettos is false. If you don't realize that there are many areas with predominately black populations that are not ghettos, then I don't know what else to say to you.

I think ghetto refers to a bunch of people who are well below the poverty line living in one community.

around here the ghetto is where you have multiple indians living in a community

Filled with people living on state/federal aid, cheap housing, and still spending ridiculous amounts of money on their cars instead of moving to a safer neighborhood.

Mercedes, Navigators, Denalis, etc.
