Eh loophole here honestly, taking responsibility when you don't discuss specifically what those failures were leaves a lot of room for conjecture and manuvering. So if he makes a point that something was not the duty of the federal government, there would be no failure to perform and therefore no responsibility taken. Notice he specified federal government, he's not taking responsibility for all government failure, just that of the federal side. Politically that leaves all kinds of room for the finger pointing to continue~.
