My PC is running like hell. It is choppy and slow just in normal operation and while online.

It randomly reboots for no reason and when it does, the PC locks up at the Windows splash screen.

Is there any sort of tests out there that will check the PC for issues? Hardware checks as well as software checks. Or two seperate tests for that matter.

I updated my AVG and ran a check and no viruses found. I ran spybot and there is zero spyware on my PC. It is almost running as if my mobo is weak, my power supply is going bad or my video card is, but the whole thing is 5 months new and I no longer have the means nor the smarts to figure it out since I have been so non-computer in the last year.

My hard drive is getting hotter than hell, I think I may have already found my issue.

HDs usually run hot, especially if you are doing any sort of RAID. When HDs fail it doesn't reboot though, the system will lock up completely. Your problem sounds like a dead fan somewhere causing either the processor, vid card, or PSU to overheat.

Cooling problem or ram. Do a search for "memtest".

I would also check the cooling on your CPU. Make sure it's not getting hot as hell.

Most cooling problems can be fixed with 30 bucks in fans and a few zip ties.

Was not a cooling issue, it was a hard drive failure. I replaced both my drives with one IDE drive to run Windows only and a SATA drive to run all my other applications. It has not locked up since and is, in the words of Samuel Jackson, a bad mother fucker.
