It's an arcane elemental, same model as every other water/fire/arcane elemental and voidwalker, just different skins. It's not smiling, the head is small and sort of juts out of the body, and the pic shows it from a wierd angle.
What makes you think it's a pet? They're fighting it... The caster is winding up a fire spell (Fireball, from the look of it), and the elf in front is in combat stance. It's probably just a flavor thing, like the undead lowbie npc's in the War Quarter of Undercity having training fights against summoned scourge minions.
