Try checking for virii/spyware.

Virus/Spyware check, check your task manager and see what processes are taking up your CPU. Give us a list of what they are named, what user is running them and what CPU % they are using.

Everything's at 0% cpu usage other than system idle process... which is set on a solid 99%?
no virus/spyware & I have develpoed a habit of reformatting every few months.

If your system idle process is at 99%, you're not at 100% CPU useage, you're at 1% CPU useage.

During a computer-related/post-workday conversation with my SO, she mentioned
"eye-dee-ten-tee" to me, and I had no idea what she was talking about. After
several moments, realization set in, and I thought, "that's like some silly
l33tsp34k version of PEBCAK. I like PEBCAK better." Of course, she thought
"id-10-t" was funny, so I did not share the fact that I thought it was
unecessary, insipid, and in every way inferior to PEBCAK.

This shit's still fucking with me.
So I've been staring at the task manager and whenever it reaches 100% it's been just, whatever program I've been running. I'll open WMP or Mozilla and it'll jump to 80-97% and my mouse'll start trailing at snail's pace.
