The taser didn't phase him because of the body armor he was wearing. Thats why they maced him.

The scary part about this is, when they caught him, he was in the near vicinity of a woman who was going to be testifying against him in an upcoming robbery trial. One has to wonder why he'd have 4 loaded guns, body armor, and would be driving in the neighborhood of a witness against him....
