it says it's free, dunno if there's any premium items to buy with irl $. i spotted this over on fileplanet and it looks pretty decent. here's a thread with screenshots. from what i can see you can go on both land and sea.

it'd be right up his alley. this plays like a korean MMO version of Sid Meier's Pirates!

you can either blow people out of the water with cannons, ram them, or board and kill them. the only downside is you have to use the mouse to move anywhere, no WASD. though it works better for sea combat IMO. a merchant might have 8 cannons to the 100 gun pirate battleship jumping him, but he could grapple his way onto the pirate's ship and own him if he has way better land combat levels.

there's open PVP once you get halfway up the ship ladder, max ship level is 10. i'm 3, almost 4. if you turn Pirate you can loot people. don't know if it's money, or money + whatever's in the cargo hold. you also get cool black sails

the game has the entire earth modeled, you can sail from Egypt to China if you want. there's 40+ cities, and a bunch more pirate bays around to land at. guilds can fight over control of cities as well, though i'm on a new server so nobody owns anything yet.

probably the best part is it's free, and about the only pirate MMO out i can think of. it's currently beta, but the full game will be free and they won't wipe any beta accounts.

The new EQ expansion is supposed to have ship to ship combat and a pirate theme. Interesting.
