Police and Law Enforcement never saw and engaged the shooter at VT.

He was a young asian guy who killed the few people who knew him...He was identified moreso by a Jacket and Vest..

Sooo, who's to say he didn't put his jacket and gear on another Asian guy whom he killed and snuck out...

And then he can put on a clown suit and try to make it out of the city...only to have hilarious hijinks follow him at every turn?

but then he saves the day and helps capture a mafia kingpin
