North Stonetalon, by all the fairy druids and cenarion guys used to be great for tin.

There is a mine in Stonetalon near the venture company logging crews. It is filled with level 20ish kobold miners and shit. It has 3 tin vein spawns, never copper, rarely silver, nothing else ever.

This is near the path between Ashenvale and Stonetalon on the lefthand side from Ashenvale.
