How do you...

Save a picture you find on the intornetz onto your desktop without losing the location info?

The problem is that when I save pictures I like to my desktop, I cannot right click on "properties" of the picture later and find the address location of the pic... it gets lost when I open the picture with "Windows and Fax Viewer."

Can this issue be resolved?

Uh, no... Sorry, it doesn't work that way.
When you save a pic, you are essentially making a copy - no URL information is saved about it because you're making a new file. Duh. You might notice also that things like the "created" date coincide with the day you copied and saved the picture. No original info is saved.

If you want to make sure you have location information, right click the picture you want to save, go to properties, copy the Address information, and then right-click, Save Picture As, and paste the info into the filename area. That will save the picture to your desktop with the location AS the filename.

Or, once you have it saved, you can go into the properties of the picture and fill in information there. Right click, go to properties, and there will be 2 tabs up top.
Click on the one that says Summary.
Now fill in info as you need.

Or, you can do as Phlegm said and just write it down.
