If you're looking at ways to make it better, you could consider going with a SCSI disk system. The extra memory would give you some increase in performance, but as was already said, not a whole lot unless you're running a bunch of other shit in the background. The video card and the other system peripherals aren't going to make much of a difference, either. You've gotten to the point of diminished returns... you CAN make it better but the cost associated with it is only worth it to the select few that aspire to having the absolute best, fastest, <insert adjective here> system available.

Keep in mind that the engine for EQ2 was developed for future technologies. You could MAYBE put a machine together that will run it smooth as glass right now but you are looking at thousands of dollars. Low frame rates will be cleared up by lowering the visuals until the price point for upgrades comes down.
Ditch the 1gig of 2700 you have and get 2gigs of the fastest ram your board will support. That will probably give you the biggest performance increase besides buying a pimped Athlon 64 board and chip.
