Dupont makes a dielectric fluid that has similar cooling properties to pure water... it's expensive as hell but it's pretty fucking badass.

Well... it *is* 5 years old, at least...

here you go... it's by 3M, called Fluorinert

Fluorinert™- is an electronic testing fluid manufactured by 3M™. It is used to immerse devices to test its quality, physically and electrically. Devices dry quickly without residue to be cleaned. These 3M™ Fluorinert™ Electronic Liquids have good stability, high dielectric strength and are compatible with sensitive materials.


In 2000, these guys take it and chill it in a liquid nitrogen cycle... and submerge a PC in it. That's -196°... constant. It's pretty dated but the results are fucking crazy.
