21 8 22 is the "OMG I NEED MY COOLDOWNZ" build

...If you're built for cooldowns, use em. If you're not, then don't use em. Take advantage of your build. It's not the matter of needing either, it's personal preference. I personally, like to have a backup to be able to do anything twice. As soon as i get my 5piece ns then yes, i'll change to 31/8/12.

Gonna have to agree with Mudd, I use 15/26/10 and am top of the dps list every night in MC. Love Blade Flurry, and I net the most dps over all. I have been PvPing a lot more, but I won't respec just to pvp.
