Obviously it doesn't apply to all, but when I visited Tennessee to tutor kids in the projects, the dudes were walking around with cell phones, nikes, and bling all over the place driving nice cars.. their kids didn't look quite so hot, and neither did their government funded housing. I'd wager they weren't poor, they just had their funds in cash

That's because the fuckers live on welfare in budget housing (which isn't all that bad, I've lived in it as a child) so they spend the money on cars and meaningless bullshit (and drugs).
Instead of making money and a life to get out of the ghetto, they stay in it and continue to corrode the area their ghetto is in.
