LINCOLN, Neb. (AP) -- It's a move some are decrying as
state-sponsored segregation. The Legislature voted today to divide the Omaha school system into three districts. One would be mostly black, one predominantly white, and one largely Hispanic.
Supporters of the measure include the idea's sponsor and the
Legislature's lone black senator. They say the plan would give
minorities control over the school board and ensure the
schoolchildren aren't shortchanged in favor of white students.
Opponents say it is nothing but state-sanctioned segregation.
One bill opponent, Senator Pat Bourne, says enactment of the
measure would have Nebraska going down in history as one of the
first states in 20 years to set race relations back.
Governor Dave Heineman was expected to sign the measure into
law.

as far as the OPS stuff goes, i haven't really thought much about it to be honest. however, i will agree with arlos in that most of kansas is pretty abominable-- the level of religion-induced creepiness is at terminal levels across much of the state. not to mention the most reprehensible group of christians in the country (westboro baptists) calls Topeka home.

Now that that's cleared up, before you hot tot to trot about all the racist redneck bastards in such a such place, why don't you ask the question: "How many of the blacks and hispanics in the region actually asked for this of their legislature?"

In the late 1990's the Winnebago tribe here wanted the same thing. They wanted to build their own school outside of town for indian students and seperate them from the predominantly white public school system. Granted, there would be few whites complaining if it had happened(except for the school administration, they managed to get it shot down so they didn't lose the fat $6k a year they got for each native student from the federal gov), but it was their idea, and their desire to do so.

All in all I don't see how giving school board positions to one race or another will change anything. It's not like there is a group of white parents sitting on some panel dictating whether black kids get new crayons this year or not.

Republican Gov. Dave Heineman signed the measure into law.

Omaha Sen. Pat Bourne decried the bill, saying, "We will go down in history as one of the first states in 20 years to set race relations back."

"History will not, and should not, judge us kindly," said Sen. Gwen Howard of Omaha.

Attorney General Jon Bruning sent a letter to one of the measure's opponents saying that the bill could be in violation of the Constitution's equal-protection clause and that lawsuits almost certainly will be filed.

But its backers said that at the very least, its passage will force policymakers to negotiate seriously about the future of schools in the Omaha area.

The breakup would not occur until July 2008, leaving time for lawmakers to come up with another idea.

"There is no intent to create segregation," said Omaha Sen. Ernie Chambers, the Legislature's only black senator and a longtime critic of the school system.

He argued that the district is already segregated, because it no longer buses students for integration and instead requires them to attend their neighborhood school.

Chambers said the schools attended largely by minorities lack the resources and quality teachers provided others in the district. He said the black students he represents in north Omaha would receive a better education if they had more control over their district.

Coming from Chambers, the argument was especially persuasive to the rest of the Legislature, which voted three times this week in favor of the bill before it won final passage on the last day of the session.

Omaha Public Schools Superintendent John Mackiel said the law is unconstitutional and will not stand.

"There simply has never been an anti-city school victory anywhere in this nation," Mackiel said. "This law will be no exception."

The 45,000-student Omaha school system is 46 percent white, 31 percent black, 20 percent Hispanic, and 3 percent Asian or American Indian.

Boundaries for the newly created districts would be drawn using current high school attendance areas. That would result in four possible scenarios; in every scenario, two districts would end up with a majority of students who are racial minorities.

What brought this all on is that Omaha has 3 school districts. OPS (Omaha Public Schools), District 66 which is a very wealthy area of town and Millard School District which was a subhurb that basically was built around as Omaha expanded. OPS decided it is stupid to have 3 school districts because the money from the state favored Millard and District 66 schools. So they have been fighting in court for the last year to make it one district so money distribution was fair. The rich folks in 66 and Millard have fought it and cost millions in tax dollars and OPS won't back down, they keep refiling in court for various reasons to win. This was a political move that backfired and made the city look like a bunch of inbred red necks.

What is figured is to prevent the racist fight, OPS will now win their fight and Omaha will be made into one school district. Since I don't have kids, the only care i had about it is that my tax dollars are being wasted, now even moreso.
