Searching for someone

I have a friend whose mom left about 16 years ago. This was kinda typical behavior, yet she always seemed to surface every couple years. I've done a couple basic searches on google but really haven't gotten any good info.

Does anyone know any free sites I can use to try and track her down? I have a basic idea how old she is... birthday... married names... maiden names and the last state she left for.

I'd like to try to find her, and if I can't then maybe hire someone. Any help would be great.

FYI, she has some mental problems. I don't know if I can find out if she has been institutionalized or not, I'd also like to see if she has passed on. I'm thinking some of this has got to be public record.
