There was an article when I posted that and it broke down how they were being spent, a good solid amount were being abused. I don't know if I can find it again.

Towns I have lived in, here in Cali have been literally overrun with Mexicans (like Kizzy lol j/k) and turned from great little beach towns into complete ghettos. The people who live in the ghettos make them shitty, not us, or the government or anyone else.
