A plot to use liquid chemical bombs to destroy up to six planes mid-flight between Britain and the U.S. has been foiled. Scotland Yard bosses say terrorists planned to use bombs smuggled on in hand luggage to cause "mass murder on an unimaginable scale".

England was last night on "critical" terror alert after police, working with MI5, arrested 21 people over the bomb plan.

Extraordinary security measures in the wake of the arrests shut down Heathrow airport, Europe's busiest, and hand luggage was banned on all flights out of the UK as a precaution.

The U.S. also raised its threat level to "red", saying it could not be sure the plot had been completely thwarted.

Home Secretary John Reid said it was a "very significant plot" aimed at bringing "down a number of aircraft".

"We are doing everything possible to disrupt any further terrorist activity," he said.

"This will mean major disruption at all UK airports."

Scotland Yard bosses described the foiled plot as "intending to cause untold death and destruction".

It is believed as many as six planes were to be targeted.

"We're confident we've prevented what was intended to be mass murder on an unimaginable scale," Scotland Yard's Deputy Commissioner Paul Stephenson said yesterday.

Police believe the alleged terrorists were conspiring to smuggle liquid explosive devices on board flights between the UK and the U.S.

The number, destinations, and timing of the flights that were targeted were still being investigated, Scotland Yard detectives said.

Police described the anti-terror operation as "fast moving" but stressed they did not believe the attacks were to have been carried out last night, but some time in the future.

Security services arrested 21 people, mainly British nationals, in a series of raids across London, Birmingham and the Thames Valley. Police were searching several premises last night and seeking further suspects.

Home Secretary Mr Reid said the alleged plot had the potential to cause considerable loss of life if it had gone ahead.

Most flights to and from Heathrow were cancelled or diverted, leaving thousands of passengers stranded.

Babies' bottles, medication, contact lens fluid, cups of coffee and other liquids in luggage were closely scrutinised by security staff. Handbags, backpacks and even spectacle cases were banned on-board, with passengers restricted to carrying only tickets, passports and wallets.

Prime Minister Tony Blair, who was on holiday in the Caribbean, had been "in constant touch" during the police operation, a spokesman said.

Mr Blair had briefed U.S. President George W. Bush on the situation during the night, the spokesman said.

forgetting the fact that it is illegal, i would honestly just rather read them from the source and it seems rare that anyone ever adds a link.

Plane travel is really going to get interesting. There is even talk about no carry on baggage at all. That would make things so inconvenient, though I would be willing to put up with it to an extent for safety if we had to though.

Plane travel is really going to get interesting. There is even talk about no carry on baggage at all. That would make things so inconvenient, though I would be willing to put up with it to an extent for safety if we had to though.

The restrictions are supposed to last 48-72 hours, unless they feel they need to keep it up.
You cant carry anything on in your pockets.

The Department of Homeland Security is taking immediate steps to increase security measures in the aviation sector in coordination with heightened security precautions in the United Kingdom. Over the last few hours, British authorities have arrested a significant number of extremists engaged in a substantial plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. Currently, there is no indication, however, of plotting within the United States. We believe that these arrests have significantly disrupted the threat, but we cannot be sure that the threat has been entirely eliminated or the plot completely thwarted.


For that reason, the United States Government has raised the nation’s threat level to Severe, or Red, for commercial flights originating in the United Kingdom bound for the United States. This adjustment reflects the Critical, or highest, alert level that has been implemented in the United Kingdom. To defend further against any remaining threat from this plot, we will also raise the threat level to High, or Orange, for all commercial aviation operating in or destined for the United States. Consistent with these higher threat levels, the Transportation Security Administration is coordinating with federal partners, airport authorities and commercial airlines on expanding the intensity of existing security requirements. Due to the nature of the threat revealed by this investigation, we are prohibiting any liquids, including beverages, hair gels, and lotions from being carried on the airplane. This determination will be constantly evaluated and updated when circumstances warrant. These changes will take effect at 4:00 AM local time across the country. Travelers should also anticipate additional security measures within the airport and at screening checkpoints.

These measures will continue to assure that our aviation system remains safe and secure. Travelers should go about their plans confidently, while maintaining vigilance in their surroundings and exercising patience with screening and security officials.

The United States and the United Kingdom are fully united and resolute in this effort and in our ongoing efforts to secure our respective homelands.

Travel Policy For US Carry-On Baggage
Effective immediately, all liquids are prohibited from being carried on flights within the United States. Please do not bring these items with you.

Travel Policy For UK Carry-On Bagggage
Effective immediately all cabin baggage must be processed as checked baggage and carried in the hold of all passenger aircraft departing from or connecting through airports in the United Kingdom (UK). This policy also applies to any aircraft departing the United States traveling to the UK.

The following measures apply to all passengers starting their journey at a UK airport and to those transferring between flights at a UK airport and from anywhere connecting in the US to the UK.

Nothing may be carried in passengers' pockets. Passengers may only take the following items through the airport security checkpoint, in a single (ideally transparent) plastic carrier bag:

pocket size wallets and pocket size purses plus contents (money, credit cards, identity cards, etc. but not handbags)
travel documents essential for the journey (passports and travel tickets)
prescription medicines and medical items sufficient and essential for the flight (a diabetic kit for example), except in liquid form unless verified as authentic.
spectacles and sunglasses, without cases
contact lens holders, without bottles of solution
for those travelling with an infant: baby food, milk (the contents of each bottle must be tasted by the accompanying passenger) and sanitary items sufficient and essential for the flight (wipes, creams, disposal bags)
female sanitary items sufficient and essential for the flight, if unboxed
tissues (unboxed) and/or handkerchiefs
keys (but no electrical key fobs)
There will be no liquids or gels allowed to/from the UK. Duty free from the UK will not be allowed, however, duty free onboard will continue.

All UK transiting passengers will be required to check any carry-ons they bring to the airport regardless of origination. For passengers who have already left the US and will be connecting in the UK, they will not be allowed to use the transit area in the UK airports and will be routed back to the ticket counters to check their carry-on luggage.

For the customers affected by this new policy, we will waive excess baggage fees for customers who arrive at the airport for connections in the UK or who are departing from the UK and must now check their carry-on baggage.

Additionally, we will offer the following options for customers with tickets issued no later than August 9, 2006 for travel to/from/through the UK - no fee will apply for all changes made before September 1, 2006:

If you choose not to travel, we will allow for a refund (in the form of a travel voucher for non-refundable tickets)
You may change your origination travel date to travel as late as September 1, 2006
You may change your destination OR cancel your reservation, however, fees will apply if your reservation has not been changed/your ticket has been reissued by September 1, 2006
If you are traveling on an AAdvantage award, we will refund the miles to the applicable account with no reinstatement fee, OR allow for a change of destination in correct redemption inventory

The Secretary of the Department of Homeland Security has determined that there is a high risk of terrorism against U.S. civil aviation, and the need for extra restrictions to assure the security of air travel.

New Security Measures
In order to address the higher risk, the Department of Homeland Security has implemented the following new security measures until further notice.

No liquids or gels are permitted to enter the sterile area through the screening checkpoint or be in accessible property or on one’s person except:
Baby formula, breast milk, or juice if a baby or small child is traveling
Prescription medicine with a name that matches the passenger’s ticket
Insulin and essential other non-prescription medicines

Examples of liquids and gels included in these security measures include:

I may have missed it given I'm still not fully awake yet, but are they saying you are *only* allowed to bring a couple of essential items on in a ziplock bag? I can't bring a book or magazine?

Also if no non-Rx medicines are allowed, you can't bring ibuprofin or dramamine?

Airplane rides are miserable already. Go safety and all that, but ugh.

You can put still check everything, you just can't do carry-on. This includes make-up, perfume and suntan lotion btw.

Can you imagine the perfume and such being tossed yesterday when people were hit with this unaware?

Here's the new guidelines. Underlining below is mine. I take this to mean that I can still carry-on my laptop bag, but I should be careful to not include liquids.

In response to questions from our travelers, we are providng the following list of frequently asked questions and answers from the Transportation Secuirty Administration's website. Please contact your Preferred agent with any questions or concerns.

TSA Frequent Asked Questions on New Security Measures:

What can people expect at the checkpoints?
Passengers may experience longer lines at airports and should plan to arrive early. Check with your specific airline and airport before flight departure time to determine how much time is needed for your flight. Passengers should pack their patience and ensure that that they do not bring any liquids to the security checkpoint in carry-on luggage. These items are no longer permitted on board the aircraft. To expedite the process, avoid having clutter in your bags and minimize the number carry-on items.

What are the exceptions to the ban on liquids?

The following items are permitted to be carried aboard the aircraft:

    Passengers traveling with infants may bring baby formula.
    Prescription medicine that matches the passenger’s name.
    Essential non-prescription medicines such as insulin are permitted.
What about liquid eyeliner and similar items?

If you are in doubt about an item, please leave it at home or place in your checked baggage or the item may be intercepted at the security checkpoint.

Media reports indicated that passengers may be forced to sample infant formula or milk before being permitted to fly. Is that true?

No. TSA will not ask passengers to sample fluids or beverages during the screening process. This process is being required at foreign airports and is not required at any domestic U.S. airport. Infant formula must be submitted for inspection to a TSA security officer by passengers traveling with a baby.

Media have also reported that laptops, cell phones and electronic items are no longer allowed. Is that true.

No. TSA continues to allow laptop computers, cell phones and other electronic items.

Will you be hand searching bags?

There will be more hand searches of bags at the checkpoint and a bag check at the gate immediately prior to boarding the aircraft.

How early should passengers arrive?

Passengers should consult their individual airline, but we recommend arriving at least two hours in advance of flight time.

Again, keep in mind that if it is necessary to remove liquids at the checkpoint, time will be added to the process.

He had the smoke bombs because they sell commercial range hoods and he was going to a site to test one. They use different colored smoke to see where the range might not be working properly.
