Splitting up video files

Does anyone have any recommendations for software (prefereably share or freeware) that will split up a video file into smaller files?

windows movie maker does this easily....and everyone has it.

Anyone know how to split up Microsoft Media Center recorded TV shows? It's incompatible with the movie maker. I googled and found a tool that was supposed to, but it keeps hanging.
