Hatred of the "decadent" west is a tertiary issue - it's just a political tactic to make the "enemy" as nonhuman as possible in their populace's eyes. US politicians give lip service to the same concept in a similar fashion.

Every culture in a state of war seems to do it. It's hard to kill, abuse, or be indifferent to the suffering of a human being. It's much easier to kill, abuse, or be indifferent to the suffering of a 'terrorist', a kraut, a gook, a commy, a jap, an infidel, a crusader, or the great satan, or whatever the current brand of otherness is.
