I still say your only real option for a quick resolution to all this to find out exactly what's required and what is involved with getting him over here is to plunk down the few hundred bucks to spend a couple hours with an immigration lawyer. You're paying for his time and expertise, and so he should lay down for you exactly what the situation is, what hoops are required to go through, what you need to do, what forms are requierd, what steps are necessary, etc.
I am sure that any competant and trustworthy lawyer will then giv eyou the option of letting him continue to handle the next steps, which he will no doubt do better, faster, and more accurately than you could, but will, of course, charge you for, or let you go on and handle it yourself, and at least at that point you will KNOW what it is you need to do.
