Video Capture Card

I'm looking for a half-height video capture card compatible with Adobe Premiere Elements (latest version, not sure of number), with the ability to capture in from s-video.

Regular PCI interface.

Any ideas? Hoping to stay under 300 bucks.

an old ati all in wonder maybe? dunno if they even made PCI versions of those =\
