Uh, well obviously it wouldn't since there aren't really any observable telltale signs of HIV infection in people. The people transmitting it don't know they have it. The only people that COULD be isolated are those with the diagnosis, and for the most part those people aren't running around having unprotected sex with anyone unless they're sociopaths.

In America or Canada, yes, but even so people will still be stupid and keep spreading it. It's why we still get 40k cases per year in America, despite the truth of what you say.
