You can make your own rounds, sure, but do to so you have to have the hardware, the permits, etc.

There are no permit requirements to make ammunition, nor to buy the materials needed to do so.

It isn't like a pair of needle noes pliers and a vice are all it takes to make your own rounds.

Tinkering - The lost art. Really though you need about 3 to 5 hundred dollars worth of retail equipment to reload assuming you don't buy used. Incidentally you wouldn't need much more then that to make a pipe bomb though.

I'm 100% aware of the ease to make your own rounds but there is a catch, you do require a permit to own certain amounts of gun powder, it isn't like you can just go to walmart at get 20 pounds of the stuff

Permits are not required unless you are talking amounts of 50 pounds or more, so yes you could go to Walmart and buy 20 pounds of gun powder. You can also make a hell of a lot of small arms ammunition out of 20 pounds of gunpowder.

so this would be another tool to use to control the rounds and costs (and yes another tool to be used by criminals but this isn't about stopping crime, this is about reduction of gun violence).

I've been to the range lots of time, I own a rifle and used to hunt, I've shot many types of weapons, hand and rifle alike, including an AK-47. I'm well aware of the fun one can have. So I'm no longer so anti-gun to think "banning" them is an option (even though I wouldn't be against a ban).
