Help with my emu server?

I started up an EQ Emu server, but leveling seems to be broken and I can't figure out why. Basically, you can fill up your exp bar from killing or being given exp, but you can't level up (aside from using the #level command, if you have access to it). AA points ding normally, normal levels don't at all. Anyone have any ideas as to why that is? I don't know if any of you have ever tried running an emulator server.

I haven't tried in a very long time. Way back when combat formulas were being worked on still.

Yeah, those forums seem pretty dead. I've had a post up for a couple days and it hasn't even gotten viewed by anyone yet.
