Let's say that someone quit EQ one week before PoP came out, and has been charged 12.95 per month since then for an account that said person has no knowledge about.
If this account has not been logged in since then, will SOE be able to check logs and be able to tell when the account was last used, and will I also be able to get a refund????????????????????????

No.
Its your own responsiblity to ensure you aren't being charged, and they most certainly will not do more than refund one months payment.
That said, how in the fuck does someone NOT know they are being charged, or are you trying to find a better way of getting money, and Mom isn't putting out for you?
