I really don't think that someone so hard core as to want to be a part of a submarine crew is going to be the type that would be willing to risk their careers on frivolous cavorting.
To be honest, I think you are worrying needlessly, and anticipating problems that either will never occur, or will occur no more often than any of the other inter-personal conflicts that could crop up do.

I'm quite sure that if 2 individuals were sufficiently motivated, they could figure out a way to fuck in zero-g. Or, if not ACTUAL fucking, I am sure that ways to use hands and mouths would be quickly worked out. That is the LEAST of the potential counter-arguments.
