fixed it... brinstar forced me to disallow remote avatars, including my own.

working on fixing this. Unfortunately, this means I have to 'disallow' certain people from having signatures and avatars.

Alright...
I fixed this so that I can disallow particular users from being able to have an avatar and/or sig. Brinstar gets neither now ^_^.

I also added a way to force a check on remote sig images... can only be 1 image per sig and the max size is 300x400. If this is too small, ya'll let me know.
