Can I use the new task master with out buying buying the new expansion???

No.

New stuff you can use w/o OOW:
water
loading screen btwn zones
shadows
epic/AA titles
guild tribute


Stuff you need OOW for:
Level 66+
tasks
tradeskill/archetype titles
OOW zones
