Heritage quests are just complex quests that in the end give an item with the same name as an EQ1 item.

If you are thinking of the Heirloom quests where you get something from your old toon to hang on the wall, I have never seen a dev say anything about it other than the original announcement about heritage quests that was very poorly written.

They'll make more sense once you are ingame.

Nothing in EQ2 starts from EQLive.

THey are level specific and you have to do ALOT of exploring.

When you are the right level an NPC will seek you out with a special type of phrase that should trigger something in your mind.

Also BEFORE you are the required level, they might say something like "You are not yet ready to weild my father's blade" or somesuch. Make note of those NPCs.

Um, no.

Timesinks are things that are REQUIRED to progress.

These are just quests for nice items. Consider them mini-epics.

The quests aren't that long either, though they are more involved then other quests around the same levels.
