The NBA has a pretty good system. They have a cap that is really flexible with numerous ways to move up even if your above the cap threshhold. Then there's also a luxery tax to hit the big spenders if they go above it.
If only bonehead GMs like Thomas would stop overpaying for bigs the system might work.
