Well they cut families which were basicly guilds where everyone shares the same last name.

So much for the Turdnipple family.

Maybe I am confused, but guilds in every other game were called families in EQ2, but they cut those out, and are now adding guilds in?

No.

They were supposed to have guilds and families.

Families were what guilds were in other games.
Guilds had everything guilds in other games had plus more and were designed specifically for raid guilds and competition. They have penelties for large or very small memberships, they require taxes, they require quests to maintain and gain status, etc.

Same things with guilds in EQ live. Why bother? Just make a chat channel.

That's not the only thing, you could lock in a "family name" and people couldn't use it unless you gave it to them. :/
