Video Problems

I have an ATI Radeon 9700 Pro card. I can be browsing the net and when I scroll up/down I start getting like 5 or so vertical lines of fuzzy-type particles. Also happens when I am playing EQ and I am tabbing in and out of EQ.I have Windows XP. I have uninstalled the video driver and also downloaded different drivers for my video card, to no avail. This started around 2 weeks ago. Any suggestions? Thanks in advance.
