If you want an actual more technical answer, the speed of sound is not an absolute. It is defined as, basically, the "speed of propagation of waves through a given medium". Water, for example, is much better for sound waves, and the speed of sound in water is, if I remember right, somewhere in the neighborhood of 4-5x faster than it is in air.
Whoever mentioned temperature as being the key for air speed is right. Up at the height commercial jets fly at, speed of sound is actually about 100mph slower than it is at sea level, and it's entirely because of the temperature difference.
In any case, back to the original question... This is where that definition I mentioned in the first paragraph comes into play, as does the concept of relative velocity. The medium in this case is the cylinder of air inside the fusilage of the concorde. Since it is completely isolated from the outside air, the speed at which you are passing through that medium is utterly irrelevant. The air, as far as the speaker is concerned, is motionless. Therefore, it will behave the same as if you were speaking anywhere else, with the sound waves moving through that specific volume of air at 700+ mph compared to everything else inside that volume. So yes, because of the isolation from the outside environment, that means that the sound waves in the Concorde would be travelling at an aggregate speed of > 3x the speed of sound outside the plane.

Well, doing that would be decicedly unhealthy, actually. First, the plane would probably rip itself into confetti within seconds or so. Two, you'd suddenly find yourself exposed to the elements at 50,000 feet, so it'd be like 60 below zero, and you'd start suffocate immediately because of no Oxygen. And three, you're moving through the air at 1400 mph and you're in a t-shirt. Tornados can drive pieces of straw through concrete at only 300 mph... I think you'd be doing about the equivalent of jumping into a giant blender set on Frappe...
Now, as to whether you would get Kung Fu voice if you tried it, that I have no clue. I vote we punt Harrison out of a Concorde with a tape recorder and see if we can find out...
