Those are all the cities in Orange County. However... Steven Lazerus is a resident of Irvine CA, and so was 1 Ryan Carter. I may be getting close.

I spoke to a woman there and told her that we have a friend that's been missing since early August, and that he supposedly died from injuries from a head-on collision. She did a search on their computer system for a Ryan Carter death in all of Orange County from August 2nd to October 2nd. She said nobody by that name has died in Orange County in any of that time frame. Then she did a John Doe search, but all "John Does" were accounted for and none were deaths as a result of a car crash.
Here's the OCCO number (in case any of you don't believe I made the call). In fact I just hung up with her about 3 minutes ago.
